Tobacco Surcharge Notice

Beginning October 1, 2023, the City’s general employee medical plans will carry a $20 surcharge for employees and/or spouses who use tobacco products. 

Avoid the Surcharge – Tobacco Cessation Programs Available 

To avoid the tobacco user surcharge, those enrolled in one of the City’s medical plans can complete the Blue Cross Blue Shield (BCBS) tobacco cessation program. It is available at no charge and involves: 

  • 6-weeks of personal coaching accessible online or over the phone
  • Personalized action plans to help you reach your specific milestones and end goals
  • A variety of self-guided tools throughout your journey
Tobacco users also have the option to enroll in a tobacco cessation program through a licensed doctor (M.D. or D.O.) at their own expense. 

After program completion, you can submit your BCBS certificate or official documentation from your licensed doctor to have the surcharge removed from your insurance premium.    

Find more information about the BCBS tobacco cessation programs and enroll now using either of the options below: 

  • Option 1: Enroll in either the online or telephonic coaching program by calling the number on the back of your medical ID card and asking to enroll in the Quitting Tobacco program.

  • Option 2: Create and/or log into your BCBS Member Account and click on the Wellness Tab. Under Programs, click on Well onTarget and follow the steps below:
    • Scroll down and click on the ‘Browse All Activities’ tab of your home screen.
    • Under ‘More Features For You,’ click on ‘Self-management Programs.’
    • Under ‘Interactive Programs,’ click on ‘View More,’ scroll down to ‘Quitting Tobacco,’ and click on ‘Start.’
